The Consumer Risk Is the Channel You Cannot See
Consumer Access Watch says a visible, adult-only channel is safer than pushing demand into informal supply.
Visible channels can be corrected
Legal retail can be inspected, warned, fined, trained, and reported. Informal sellers and illegal online channels are harder for consumers, parents, and enforcement agencies to see.
The evidence problem
Bill 208 restricts flavoured single-use vaping products but does not include a public source-of-access map, tax-leakage estimate, or complaint-outcome reporting model. That missing measurement should be corrected before the policy moves forward.
A consumer test
- Can an adult buy through a channel that checks ID?
- Can a parent report a suspected seller?
- Can Alberta publish what happened next?
