Legal Shelves Need Illegal-Supply Pressure
Consumer Access Watch argues that legal shelves only protect consumers if illegal supply is pressured at the same time.
The shelf test
A legal shelf can check ID, follow signage rules, refuse a sale, and be inspected. An illegal seller has no reason to do any of those things. That distinction should sit at the centre of Bill 208 review.

AGLC reported $41 million in retail value tied to first-half 2026 contraband tobacco seizures and $13.5 million in identified provincial tax avoidance, according to its July release. Those figures show why enforcement must follow demand when a legal channel is narrowed.
