Access Watch File: Legal Shelf, Illegal Supply

A legal shelf change is not the same thing as a public-health win. The public needs to know where consumers go next, who enforces the rule, and whether unauthorized sellers gain space.

The fall record should include more than speeches. It should include a dashboard that separates lawful adult access from illegal supply, because those are not the same policy problem.

  • Age-verification outcomes from inspected retailers.
  • Illegal supply reports, investigations, and repeat-offender patterns.
