Bill 208 public record watch: what to track now

The committee process creates a public record. Consumer Access Watch will be looking less at slogans and more at what the record actually measures.

Our tracking list

  • Who is invited to present, and which affected groups are missing.
  • Whether technical briefings include enforcement capacity and not only legislative intent.
  • Whether written submissions are summarized in a way the public can inspect.
  • Whether adult access and youth access are measured separately.

Why measurement comes first

Without baseline information, Alberta will not know whether Bill 208 reduces youth access, shifts adults to other channels, or changes retailer compliance behaviour.
